Introduction
The Cisco AnyConnect Secure Mobility Client provides remote users with secure Virtual Private Network (VPN) connection. It provides remote end users with the benefits of a Cisco Secure Sockets Layer (SSL) VPN client, and supports applications and functions not available on a browser-based SSL VPN connection. Commonly used by remote workers, AnyConnect lets them connect to the corporate computer infrastructure as if they were physically at the office, even if they are not. This adds to the flexibility, mobility, and productivity of the workers.

As of March 2019, server licenses using AnyConnect version 1.0.3.15 and later are no longer required. Now you will need only a client license to download and use the Cisco AnyConnect Secure Mobility Client. A client license enables the VPN functionality and are sold in packs of 25 from partners like CDW or through your company's device procurement.

Step 1. Download the Cisco AnyConnect VPN Client here.
Step 2. Double-click the installer to initiate the installation process.
Step 3. Click Run.
Step 4. Check the check boxes for the modules that you need to install.
Note: All modules will be installed by default.
Step 5. (Optional) Check the Lock Down Component Services check box if the feature needs to be enabled. Enabling this feature will prevent users from disabling the Windows Web Security service.
Note: In this example, Lock Down Component Services is not enabled.
Step 6. Click Install Selected.
Step 7. Click OK.
Step 8. Go over the Supplemental End User License Agreement and then click Accept.
Step 9. Restart your computer.
You should now have successfully installed the Cisco AnyConnect Secure Mobility Client on your computer.
I've tried various methods to install Cisco VPN on a Windows 7 64-bit machine. I keep getting the same error:
Error 27850. Unable to manage networking component.
Operating system corruption may be preventing installation.
Awesomely evil. What bothers me is that one of my co-workers, who has an image of my machine, who also saw this problem, ran a particular installer and it worked for him. But it didn't work for me.
I have tried the following Cisco VPN client installers (based on the EXE file names):
- x64 client
- x64 5.0.07.0240 - k9 - BETA client
- Windows 7 client (wasn't compatible with x64)

They all give me the same error (minus the latter, which wouldn't run). I'm also suspecting this may be from a partial uninstall which may not have been properly purged (and lead to restore point corruption). Both of those issues were resolved, but maybe there are some dregs left in my system.

I just ran into a similar problem on a Windows 10 machine where the VPN installation was failing with the Unable to manage networking component error. I tried all of the fixes, including the registry fix above, and nothing worked. It turned out that the machine had Kaspersky Internet Security installed, and its self-defense function was blocking changes to the networking that were required during install. I had disabled Kaspersky earlier when I was trying to figure out the problem, but it had no effect. There were also no notifications that it was stopping the installer. When I manually disabled self-defense, the installer worked perfectly. I'm sure other security programs can similarly interfere.
